GENERAL DESCRIPTION:

The Wyoming Department of Health is seeking a Substance Use and Tobacco Prevention Program (SUTPP) Manager who will be responsible for managing the SUTPP within the Public Health Division. This program is responsible for statewide tobacco prevention and control and provides support in prevention efforts in the areas of underage drinking, adult overconsumption, and substance use. The SUTPP oversees the management, implementation, and monitoring of grants as well as assists the Department and outside stakeholders in developing, implementing, and evaluating substance use and tobacco prevention efforts across Wyoming.

  • Manages all aspects of the Tobacco Prevention and Control Program by developing and administering policy, procedures, and programming initiatives.

  • Writes, coordinates, implements, and oversees grant and contract activities.

  • Directly supervises employees, including leadership development, guidance, and consultation.

  • Designs and executes program activities; formulates, recommends, and implements changes.

  • Prepares written and/or verbal reports on program performance.

  • Develops, manages, and administers a budget.

  • Interprets and assures compliance with federal and state laws, rules, and regulations as they pertain to the program area and grant guidance.

  • Collaborates with key stakeholders and builds strong working relationships.

  • Designs and presents professional presentations

  • Serves as a key liaison with key and federal stakeholders, Centers for Disease Control and Prevention, and other groups.

Qualifications

PREFERENCES:

Preference will be given to a Bachelor's degree in business administration, education, psychology/social science or services, public health, public administration, or related field with 1-3 years of progressive work experience managing a health services program.

KNOWLEDGE:

  • Knowledge of public health and prevention, including the application of the public health model, the design and implementation of evidence-based programs and best practices for substance use and tobacco prevention, and the use of data as applied to prevention and policy development.

  • Knowledge of the state system of contracting, budgeting, procurement, payments, and HIPAA compliance.

  • Knowledge of how to build and maintain partnerships among diverse coalitions and stakeholder groups at the state and community level.

  • Knowledge of public health core competencies.

  • Knowledge of substance use prevention, specifically in the areas of underage drinking, adult overconsumption, and licit and illicit drugs.

  • Knowledge of tobacco prevention and control.

  • Skilled in federal grant management, including application processes, reporting requirements, grant review requirements, and grant evaluation requirements.

  • Skilled in developing and implementing strategies for achieving environmental change at a system level.

  • Skilled in technical writing as applied to various media, including grant applications, reports, promotional materials, and presentations to a wide range of audiences.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Healthcare)

Experience:

1-2 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist

PHYSICAL WORKING CONDITIONS:

  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
