Chemonics International is seeking aDirector of Payroll and Payroll Compliance. The Director of Payroll and Payroll Compliance is responsible for managing and overseeing all headquarters payroll activities within Chemonics International. This role requires a strong understanding of payroll processes, compliance with government regulations, and the ability to lead a team of payroll professionals. The Director will play a key role in ensuring accurate and timely compensation for our employees, compliance with government contracting requirements, and the maintenance of payroll records. The position requires effective management of reporting personnel and relationships with various stakeholders for successful business support and leadership management. This position reports to the Deputy Controller.
Responsibilities:
Oversee the end-to-end payroll process, including data input, processing, and distribution of employee paychecks while adhering to Chemonics policies and processes
Oversee all payroll tax activities including compliance with local, state, and federal regulations
Ensures proper reconciliation of benefit deductions, compensation, and employee data are performed appropriately
Ensures quarterly review of company level tax setups and registrations are performed correctly
Develop and implement payroll policies and procedures to ensure efficient operations
Review and approve payroll transactions, including salaries, bonuses, deductions, and taxes
Manage payroll staff, including hiring, training, and performance evaluation
Ensure 1099s and W-2 are distributed timely and accurately
Collaborate with external auditors and tax advisors for regulatory and client compliance
Takes direct, appropriate, and timely action to ensure the accurate payment of salaries, wages, allowances, and other compensation to employees
Leads problem solving within Payroll function while collaborating across teams and departments, including payroll, payroll compliance, cash management, Accounts Payable, HRIS, hire-to-retire and ERP teams
Stays current with federal, state, and local payroll laws and regulations, especially those related to government contracting and ensures company is operating compliantly
Ensures payroll team supports Payroll compliance function in preparation and submission of all necessary payroll tax reports and filings
Leads annual work planning for payroll and payroll compliance function. Leads development of strategic plans, training materials, and tools for Payroll function
Leads Payroll Business Function Network (BFN) to ensure payroll best practices cascade through all company payroll functions
In collaboration with executives, develops Key Performance Indicators (KPIs) for Payroll and Payroll Compliance functions
Recommends and implements process and policy improvements to payroll function in alignment with company goals
Manages payroll and payroll compliance teams and supports audits
Perform other duties as assigned
Requirements:
Bachelors degree required
Minimum of 8 years of experience in finance or related fields
Management and experience with USAID or other U.S. government regulations preferred
Minimum 2 years of supervisory experience and leading teams
Prior knowledge of accounting and payroll systems. Experience with ADP or D365 software preferred
Strong organizational and work prioritization skills and attention to detail
Supervisory experience required
Demonstrated ability to communicate clearly and concisely, both orally and in writing, and lead presentations, training courses, and effective meetings
Demonstrated leadership, integrity, versatility, independent thinking, sound judgment, and respect for others
Fluency in a foreign language is preferred but not required

The Salary Range for this position is expected to be: $103,680 - $129,600.
An employee’s pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.
Overtime exemption status may change due to state regulatory requirements.
