Minimum Qualifications:

A high school diploma or its equivalent and two years of bookkeeping or clerical accounting experience.

Preferred Qualifications:

A bachelor's degree from a college or university and three years of professional experience in administrative work, systems analysis, management analysis, budget analysis, program planning, program research, program evaluation or engineering; OR professional or nonprofessional experience (including a Master's degree from a college or university) can substitute on a year-for-year basis for the preferred education and experience. Experience with Florida state government is also preferred.

Position Overview and Responsibilities:

The Fiscal Assistant I serves a key financial support function for FWRI's Ecosystem Assessment & Restoration Section, specifically the Harmful Algal Bloom (HAB) Subsection (>$5,000,000 annual budget). The position will work closely with the EAR Admin Leader (supervisor), the HAB Subsection Leader and team, as well as the agency and Institute's Grants, Contracts, and Procurement offices. Responsibilities include managing the fiscal and accounting aspects of state and federal funds in collaboration with the section and offices. This involves setting up, with assistance from the research staff, agreements with recipients of FWRI funds, assisting the HAB subsection leader with annual budget preparation and tracking, assisting with the preparation of budget materials for grant proposals and reports, and verifying invoices and communicating with vendors. Additionally, the role requires maintaining expertise in internal grant and budget tracking systems, training junior staff, providing general administrative and office support, and processing purchase requests and orders. Furthermore, the Fiscal Assistant prepares contract approval forms and facilitates payment processing by submitting packages to the FWRI Contract Manager. Responsibilities extend to reviewing and implementing purchasing policies and procedures, ensuring compliance for internal and external staff. Tracking report and invoice due dates is another key aspect of the role. Building strong working relationships is essential, as collaboration occurs with administrative, research staff, and external partners and vendors. If an issue arises, the position will notify the supervisor and/or appropriate leadership and identify or assist with a resolution. Ultimately, the Fiscal Assistant is an integral role that fosters a collaborative environment that promotes learning and problem-solving for the team.

Knowledge, Skills and Abilities:

Knowledge of complex budget preparation and organization; budget tracking and planning using accounting or financial tracking principles (and associated software); Microsoft Excel and Word and Adobe Acrobat; applicable state and federal policies and rules to ensure compliance with related legislative regulations and requirements; basic project and/or team management principles and practices including problem-solving techniques.

Ability to perform diverse administrative duties to support the activities and functions of the HAB team; take initiative in accomplishing meticulous and detail-oriented tasks (with limited supervision); multi-task while maintaining accuracy; effectively use/learn state purchasing and grant systems and understand, implement, and assist staff with state purchasing guidelines; organize and summarize budgets for staff, reports, and as otherwise needed; work independently, with supervisor, and as part of a team in varied roles (leading, supporting); multi-task and schedule activities effectively.

Skills to effectively employ troubleshooting techniques to resolve complex situations; exercise discretion and best judgement; communicate effectively in writing and verbally; learn and utilize necessary software; understand and apply applicable rules, regulations, policies and procedures; plan, organize and coordinate work assignments and generate associated timelines for completion; work with others as needed to accomplish work prior to due dates; establish and maintain effective working relationships with others.
