The incumbent in this position will work as a member of a vibrant, innovative team of engineering and administrative professionals to deliver high-quality public works construction projects in the City of Nampa. This position will focus on completing the environmental processes required to fund, plan, and construct City-wide projects. This position will be responsible to assure compliance with the National Environmental Policy Act (NEPA), requirements of the Idaho Department of Environmental Quality (DEQ), and other agencies with environmental regulatory oversight, as necessary.

Key Job Accountabilities:\ Prepare environmental checklists such as the Idaho Transportation Department Form 654 and supporting documentation.\ Complete, and/or manage consultants to complete, environmental assessments, statements, reports, findings, and related documentation in compliance with federal and state regulatory requirements.\ Manage environmental review processes that include consultation with regulatory agencies; public involvement; analysis of environmental, cultural, safety, socio-economic, and other impacts, and specification of measures to mitigate adverse impacts.\ Coordinate with local, state, and federal agencies, and consultants, throughout the environmental review process to successfully progress projects thru to design and construction.\ Research local, state, and federal complex permitting requirements.\ Prepare necessary environmental documentation in support of grant application requirements.\ Communicate environmental protocols and requirements at hearings, public meetings, and with other key community stakeholders.\ Assumes responsibility for other duties as required or assigned.

Knowledge of /Experience with:\ Preparing National Environmental Policy Act (NEPA) documents and environmental permitting.\ Environmental concepts and principles.\ Environmental planning methods and impacts associated with project location, design, and construction.\ General principles behind planning for conservation and preservation of natural and/or cultural resources.\ Federal, state, regional, and local governmental organizations as they relate to environmental planning.\ Trends in federal, state, and local environmental assessment and mitigation reports, impact statements, and/or negative declarations.\ Some knowledge of engineering concepts relating to environmental planning.\ Some knowledge and experience with federal and state grant writing, a plus.\ \ WHAT YOU WILL BRING:\ Education, Experience Level, Certification Requirements:\ Bachelors degree in planning, civil engineering, environmen al engineering, physical or life science or a related degree.\ 5 plus years conducting or managing environmental planning studies and completing environmental impact documentation following environmental regulatory procedures for project development, and/or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the\ work.\ Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.
