Anoka County Senior Manager, Social Services - Behavioral Health and Housing (Hybrid) in Anoka, Minnesota

Position Description Consider joining the Community Social Services and Behavioral Health Department as a Senior Manager ensuring the provision of Behavioral Health and Housing services that support our surrounding community, providers and some of our most vulnerable citizens. We are looking for a leader with a commitment to quality, who is driven by their commitment to serving others and sees the importance of providing inclusive services. You will provide leadership, management and supervision of mental health intake, adult and child mental health case management service, pre-petition screening, substance use disorder services as well as housing and homelessness services. You will lead several teams to ensure business and infrastructure operations are integrated across the department and programs operate effectively. This is a full-time, exempt, hybridposition. Interviews will take place the week of April 8th, 2024 for those selected to move forward in the hiring process. Pay & Benefits Salary: $111,113 to $133,307 ($53.42 to $64.09 per hour). 2024 Anoka County Salary Schedule Grade 40. $111,113 to $155,500 ($53.42 to $74.76 per hour). 24 days of paid flexible time off and up to 12.5 paid holidays. Work Location This position will work at the Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303. This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office. Expected work hours are Monday - Friday 8:00 a.m. - 4:30 p.m. Job Duties and Responsibilities These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Senior Manager, Social Services & Behavioral Health. Analyze community needs and ensure program planning, budget and employee management, and policy development supports the implementation of comprehensive services for eligible participants. Review effectiveness and manage assigned programs including department infrastructure such as mental health intake, adult and child mental health case management service, pre-petition screening, substance use disorder services as well as housing and homelessness services. Plan, develop and implement needed improvements. Limit financial risk to Anoka County by properly managing program budget to ensure compliance with federal and state regulations including Medical Assistance billing and managed care plans. Participate in research and policy development at the state and local level for the future programmatic needs of Anoka County. Manage operations for assigned programs. Set priorities, goals and outcomes for the service area and ensure compliance with statutory mandates and grant obligations. Oversee collection of data and other information to evaluate program impact. Participate in various committees to ensure community involvement and service coordin tion. Provide supervision, team consultation, recruitment, annual performance reviews and disciplinary action for assigned programs. Ensure ongoing training of managers, supervisors and employees to ensure that clients receive effective and appropriate services. Qualifications and Requirements: Minimum Knowledge, Skills, and Abilities Needed Master's degree or higher in social work or closely related field and Minnesota certification(s)/licensure(s) in one or more of the following:Licensed Independent Clinical Social Worker (LICSW),Marriage & Family Therapist (LMFT),Licensed Professional Clinical Counselor (LPCC) orPsychologist (LP) Six years (2,080 annual hours) of job-related experience in behavioral health, social services, child welfare, or closely related field. One years (2,080 annual hours) of supervisory experience leading teams and creating positive and productive work environments. Valid driver's license and vehicle available for business use. Preferred Knowledge, Skills, and Abilities Needed Seven years (2,080 annual hours) or more of job-related experience in behavioral health, social services, child welfare, or closely related field. Three years (2,080 annual hours) or more of supervisory experience leading teams and creating positive and productive work environments. Physical Demands and Work Conditions Standard office environment Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness. Hearing abilities required for general and phone communication, signals, and machine sounds. Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work Occasional lifting of 10-20 lbs. Equipment used includes computers, phones, and standard office equipment. Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle.
